External Funding Resources Training
This hands-on training in a computer lab will
demonstrate the use of SPIN as well as other funding
resources available on the web.
SPIN is InfoEd’s Sponsored Programs
Information Network Each
participant will create a personal profile in SPIN and
learn to perform, refine and save searches for funding
programs tailored to individual interests and needs.
SPIN is a
database of funding opportunities designed to provide
up-to-date information on current federal, non-federal,
and international programs, including: Fellowships,
Research Grants, Publication Support, Sabbatical
Support, RFAs (NIH Guide), Curriculum Development,
Conference Support, RFPs (Commerce Business Daily and
more. SPIN contains more that 2500 sponsoring agencies,
which together fund over 11,000 separate programs.

ORSP Offering Grants.gov Hands-on Training
ORSP
will be providing hands-on training sessions in the use of Grants.gov to
prepare grant applications. Although these sessions will focus on the
application kit for NIH RO1, this application
kit is similar to those used by other sponsors.
The
workshops will take place in a computer lab, so seating is limited to 20
participants per class. If you register and subsequently can not attend,
please cancel your registration so that others may attend. After you
register, you will receive an email from ORSP with additional class information
and requirements.

3. Implementation
of NIH Fiscal Policy for Non-Competing Grant Awards – FY 2007

NIH has received an appropriation for the remainder of FY2007 through
P.L. 110-005: Revised Continuing Appropriations Resolution, FY 2007.
This now allows NIH to fully implement the FY2007 fiscal policies
announced December 15, 2006 in
Notice-OD-07-030.
Non-competing Research Awards
To implement the FY2007 fiscal guidance, non-competing research awards
will be awarded at 97.1% of the FY 2007 committed level. Future year
commitments also will be adjusted accordingly. Institutes and centers
(ICs) will maintain the flexibility to supplement such non-competing
awards on a case by-case basis according to scientific and programmatic
imperatives. However, such supplements will not be considered as part of
the base for future budgetary adjustments.
Non-competing awards previously issued in
FY 2007 at reduced levels will be revised to restore funds to the level
indicated above.
This policy does not apply to Career Awards, SBIR/STTRs, and Ruth L.
Kirschstein-National Research Service Award (NRSA) Individual
Fellowships & Institutional Training Grants.

4. Salary Limitation on
Grants, Cooperative Agreements, and Contracts

This notice provides updated information regarding the salary
limitation for NIH grant and cooperative agreement awards and extramural
research and development contract awards (referred to here as a grant). On
January 12, 2006 NIH published Fiscal Year (FY) 2006 information on the salary
limitation in the NIH Guide for Grants and Contracts (NOT-OD-06-031);
interim guidance for operating under a Continuing Resolution was published on
January 4, 2007 (see
NOT
OD-07-033).
Every year since 1990 Congress has legislatively mandated a provision limiting
the direct salary that an individual may receive under an NIH grant. For FY
2007, Public Law 110-005: Revised Continuing Appropriations Resolution, 2007
extends the legislative provisions provided in the FY 2006 Appropriations Act
(Public Law 109-149) through the end of FY2007. Therefore the provision that
restricts the amount of direct salary to Executive Level I of the Federal
Executive Pay scale continues through FY2007. The Executive Level I annual
salary rate was $183,500 for the period January 1 through December 31, 2006.
Effective January 1, 2007, the Executive Level I salary level increased to
$186,600.
For the purposes of the salary limitation, the terms "direct salary," "salary,"
and "institutional base salary" have the same meaning and are exclusive of
fringe benefits and facilities and administrative (F&A) expenses, also referred
to as indirect costs. An individual's institutional base salary is the annual
compensation that the applicant organization pays for an individual's
appointment, whether that individual's time is spent on research, teaching,
patient care, or other activities. Base salary excludes any income that an
individual may be permitted to earn outside of the duties to the applicant
organization.
NIH grant/contract awards for applications/proposals that request direct
salaries of individuals in excess of the applicable RATE per year will be
adjusted in accordance with the legislative salary limitation and will include a
notification such as the following: None of the funds in this award shall be
used to pay the salary of an individual at a rate in excess of the current
salary cap.

The stipend levels for Fiscal Year (FY)
2007 Kirschstein-NRSA awards for undergraduate, predoctoral and
postdoctoral trainees and fellows remain the same as in FY 2006, as
shown in the table on the website. The new Training Related Expenses
for trainees and the Institutional Allowance for individual fellows for
FY 2007 (previously announced in
NOT-OD-06-093) are also summarized.
The budgetary categories described in this Notice are effective only for
Kirschstein-NRSA awards made with FY 2007 funds. Retroactive
adjustments or supplementation of stipends or other budgetary categories
with Kirschstein-NRSA funds for an award made prior to October 1, 2006
are not permitted.
STIPENDS: Effective with all Kirschstein-NRSA awards made on or after
October 1, 2006, the annual stipend levels apply to all individuals
receiving support through institutional research training grants or
individual fellowships, including the Minority Access to Research Career
(MARC) and Career Opportunities in Research (COR) programs. These
awards are made under the authority of Section 487 of the Public Health
Service Act, as amended.

DATA FABRICATION AND FALSIFICATION: HOW TO AVOID, PREVENT, DETECT, and REPORT

FIRST WORLD CONFERENCE ON RESEARCH INTEGRITY
Researchers, research administrators, sponsors, editors, professional society
representatives, and policymakers wishing to attend the first World Conference
on Research Integrity must pre-register by April 27, 2007. Attendance at the
World Conference that will be held in Lisbon, Portugal from September 16-19,
2007 is by invitation to ensure geographical and experiential diversity among
attendees. Formal letters of invitations will be sent in early May. The
conference is co-sponsored by the European Science Foundation, ORI and several
