A -- SYTHESIS AND DISTRIBUTION OF DRUGS OF ABUSE AND RELATED COMPOUNDS

The National Institute on Drug Abuse is soliciting proposals from qualified organizations having the capability to acquire and synthesize labeled and unlabeled drugs of abuse and other chemical compounds including opioid and related neuropeptides. Qualified organizations must also be able to check the stability and purity of the compounds, maintain and store the compound inventory under secure conditions, and distribute the compounds to research investigators as directed by the NIDA Project Officer. Qualified organizations must have the proper facilities, equipment and experience to complete the above-described tasks. As some of the compounds may be scheduled under the Controlled Substances Act, demonstration of proper DEA registration and adequate security is mandatory. In order to handle substances under the Controlled Substances Act of 1970, it is mandatory that offerors possess a DEA Research Registration for Schedules II to V and demonstrate the capability to obtain a DEA registration for Schedule I controlled substances. It is anticipated that one cost reimbursement, completion type contract will be awarded for a period of five years with additional annual option quantities. The sponsors provide support for  multi-center cooperative research network to advance our understanding of urologic chronic pelvic pain syndromes (UCPPS) (this terminology is used solely for the purposes of this funding initiative) associated with the bladder (i.e. interstitial cystitis/painful bladder syndrome, IC/PBS) and the prostate gland (i.e. chronic prostatitis/chronic pelvic pain syndrome, CP/CPPS). This program will be named the Multidisciplinary Approach to the Study of Chronic Pelvic Pain (MAPP) Research Network.

The overall purpose of the MAPP Network is to conduct multi-disciplinary, collaborative, multi-site basic, translational, and clinical research addressing UCPPS.  It is anticipated that these studies will increase our understanding of the pathophysiology, biologic and behavioral risk factors, natural history, and genetics of UCPPS. An important focus of the MAPP Network will be investigation of the biologic and behavioral relationships between IC/PBS and CP/CPPS and other frequently related symptom-based conditions. Related chronic pain syndromes of primary interest of this Network are fibromyalgia, irritable bowel syndrome, and chronic fatigue syndrome which have sufficient scientific evidence.  Epidemiologic evidence is less compelling for vulvodynia and migraine headache, but these may be studied if adequate scientific justification is provided.  The ultimate aim is to provide findings useful for development of future prevention or treatment strategies. This RFA will use the NIH Cooperative Agreement (U01) mechanism.

The Hyperadsorptive Atmospheric Sampling Technology (HAST) program will develop systems that permit exhaustive, accurate, and economical collection of atmospheric trace constituents to support chemical mapping of urban and military environments. The system, which integrates three technical components, will demonstrate materials, packaging, and extraction technologies that sample atmospheric impurities whose concentration ranges from 10 parts per trillion to 100 parts per million by volume from 100 liter-atmospheres of gas in less than five minutes. In the second phase, a complete system that weighs less than one kilogram including power, indexing for one hundred samples, and GPS geolocation will be demonstrated. Areas of Interest:

Technical Area One: Hyperadsorptive materials A central objective of the program is the quantitative, efficient and exhaustive collection of trace gases from the atmosphere. Media such as nanophase powders, aerogels, dendrimers, aerosils, zeolites, and porous solids may bind species whose atmospheric concentration is as low as ten parts per trillion or as high as one percent while failing to bind the primary constituents whose concentration exceeds one percent. Quantitative collection means that the atmospheric concentration of a gas can be inferred from the amount of material that is collected by hyperadsorbent media and subsequently analyzed in a laboratory. Efficient materials will accomplish this sampling using minimal masses and volumes of adsorbent and atmospheric gas, and will reject binding of the primary atmospheric constituents nitrogen, oxygen, and water vapor. Exhaustive collection implies that diverse atmospheric traces including organic, acid, halogen,noble, and organometallic vapors will be collected.

Technical Area Two: Packaging Systems that automatically sample atmospheric species for subsequent analysis must be packaged so that media are kept free of contamination except when they are deliberately exposed to sample the atmosphere. Packaging must also ensure that media remain fresh before exposure to air and stable subsequent to sample collection without cross-contamination.

Technical Area Three: Analyte Extraction New approaches to sample extraction from adsorbent media are sought to mitigate the impacts of chemical reaction during extraction that are inherent to the existing technologies based on thermal desorption or organic solvent extraction.

6.1 Background
The US Government has a long history and extensive network of international collaboration and partnerships in the fight against HIV/AIDS, providing funding, technical assistance, and program support. These collaborations increase the fundamental understanding of HIV transmission and provide an evaluative basis for prevention and intervention success. The current HIV/AIDS epidemic is devastating. Militaries, in particular, have been identified as a high-risk population. In order to target this population, the Naval Health Research Center (NHRC), San Diego, California, under the oversight of the Navy Surgeon General, has been tasked to serve as the US Department of Defense (DoD) Executive Agent for the DoD HIV/AIDS Prevention Program (DHAPP.) DHAPP has successfully engaged over70 countries in efforts to combat HIV/AIDS among their respective military services. Most recently, DHAPP is a partner USG organization collaborating with the US Department of State, Health and Human Services, Centers for Disease Control and Prevention, US Agency for International Development (USAID) in the President's Emergency Plan for AIDS Relief (PEPFAR). DoD representatives participate in PEPFAR country teams, core teams and technical working groups to help formulate the Country Operational Plans (COP) in the assault against HIV. Working closely with US Department of Defense, US Unified Combatant Commanders, Joint United Nations Programme on HIV/AIDS, university collaborators, and other nongovernmental organizations, DHAPP assists countries in establishing HIV/AIDS prevention, care and treatment programs and/or strengthening their capabilities to combat HIV. DHAPP's goal is to maximize program impact by focusing on helping countries/militaries implement a program that identifies technical areas in which resources and attention are concentrated, by support of DHAPP resources. DHAPP works with a country and its military based on the following process: ? Meet with key partners in country to determine provisional major program areas and other technical assistance needs. ? Adapt DHAPP support to a countries need for prevention, care, and treatment of their HIV/AIDS situation based on existing plans and assessments. ? 6.2  Program Purpose and Plan
DHAPP continues to rely upon the vital support of various partners, such as non-governmental organizations, in implementing HIV/AIDS programs across the globe. Each country has a customized plan to help the country/military bring its HIV/AIDS programs to sufficient scale to help reduce the spread of the epidemic and mitigate its impact. DHAPP's current priority activities include the following: - training of master trainers and peer educators - ?Troop Level? DARPA is therefore interested in both theoretical and experimental approaches aimed at understanding SERS phenomena. In particular, research directed toward the fundamental understanding of both electromagnetic enhancement (EM) and chemical enhancement (CE) mechanisms commonly cited in the literature are sought through this BAA. Understanding of the electromagnetic mechanism where illumination intensity is enhanced due to sharp metal surfaces, plasmonic effects, or near-field coupling between metal particles in nanoantenna-like structures is of interest. In particular, understanding the EM phenomena often described by plasmonic excitation leading to hot spots around nanometer-sized metal particles is desired. The objective of this research is to demonstrate technologies enabling automatic attitude determination of satellites from imagery using limited data, such as telescope location and look angle and target satellite ephemeris, to determine where a principal axis such as the satellite line of sight intersects the earth. The algorithm or technique should be capable of operating on imagery obtained in daylight from ground-based telescopes, possibly with some degree of post-processing. Near-real-time techniques are desirable, but non-real-time techniques are also of interest, particularly if they offer additional capability (such as determination of antenna or solar array orientation). Strong preference will be given to concepts that modify existing algorithms or techniques over those offering to develop new algorithms or techniques. Papers should address three key areas: 1) Adaptation of algorithms to the task of estimating satellite attitude; 2) Development of a toolset allowing the demonstration of the algorithms on available imagery; 3) Laboratory demonstration/validation of algorithm and toolset performance. The white papers will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria: (1) Suitability of the basic estimation approach to satellite attitude estimation;(2) Demonstrated maturity of the basic estimation approach (may be demonstrated for problems unrelated to satellite attitude estimation) (3) Affordability (price, in the context of affordability of white papers versus availability of funds, will be a substantial consideration in selecting white papers for awards, but will be secondary to technical considerations); (4) Additional capabilities and computational requirements. Basic suitability is the most important factor. Demonstrated maturity and affordability are of equal importance. Factor 4 will be a substantial consideration but is the least important factor. Price will be evaluated and white papers may be negotiated or selected for award. No further evaluation criteria will be used. White papers submitted will be evaluated as they are received. Individual proposal evaluations will be based on acceptability or unacceptability without regard to other white papers submitted under this BAA. The white paper shall include the following items. Several obstacles to obtaining access to the data sources are security classification, restricted data access, or lack of a network interface. SYSW/ENT desires to have predictive capability to identify a threatening situation which may be developing. The goal of studying the fusing of various data sources and decision support analysis is to enable an operator to easily identify what is occurring and what the required defensive action might be. Offerer's white paper should recommend data fusion and/or decision support approaches for the space control mission area that provide the best method to make quick decisions and address how they will mitigate any problems to accessing the various data sources. NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of contracting support for the development of a study on Maritime Situational Awareness (MSA) enhancements and related products for possible NATO use. SCOPE OF PROJECT HQ SACT is soliciting contractor support for the development of a study on specific possible areas of MSA enhancements to include but not be limited to remote sensing, sensor fusion visualization and advanced smart agents for anomaly detection, cognitive science aspects, and cross domain information transfer technologies. Firms that have performed contracts within the last three years similar in scope to the requirement described in the solicitation are eligible to apply. Outstanding New Environment Scientist Award (ONES)

Purpose. The Outstanding New Environmental Scientist Award is intended to identify outstanding scientists who are in the early, formative stages of their careers and who intend to make a long term career commitment to research in the mission areas of the NIEHS and assist them in launching an innovative research program focusing on problems of environmental exposures and human biology, human pathophysiology and human disease. Funds Available and Anticipated Number of Awards. Applicants may request up to five years and up to $400,000 in direct costs in the first two years and up to $275,000 in years 3-5. See Section IV.6., “ Other Submission Requirements”. Awards issued under this FOA are contingent upon the availability of funds and the submission of a sufficient number of meritorious applications. Number of Applications. Only one application per school or college within a university will be accepted. See Section III.1A, “Eligible Institutions”.

Statement of Research Grant Policy & Procedures The Arnold and Mabel Beckman Foundation makes grants to non-profit research institutions to promote research in chemistry and the life sciences, broadly interpreted, and particularly to foster the invention of methods, instruments and materials that will open up new avenues of research in science. The Beckman Young Investigator (BYI) Program is intended to provide research support to the most promising young faculty members in the early stages of academic careers in the chemical and life sciences.
GUIDELINES
The following general guidelines apply: The BYI program is open to persons with tenure-track appointments in academic and non-profit institutions that conduct fundamental research in the chemical and life sciences. No more than two (2) candidates may apply from any one institution. If the foundation receives more than two applications from any one institution, only the first two received shall be considered for review. Institutions that submit 'bulk' of two (2) or more applications will be rejected in their entirety.

This solicitation requests proposals to create a national Center to conduct fundamental research and education on the implications of nanotechnology for the environment and living systems at all scales. The Center will address interactions of naturally derived, incidental and engineered nanoparticles and nanostructured materials, devices and systems (herein called “nanomaterials”) with the living world. Essential elements of this Center will include understanding the interactions of nanomaterials with organisms, cellular constituents, metabolic networks and living tissues; understanding environmental exposure and bioaccumulation and their effects on living systems; and determining the biological impacts of nanomaterials dispersed in the environment. Additional elements of the Center may include the development of methods and instrumentation for the detection and characterization of nanomaterials. For the purpose of this solicitation, nanomaterials have at least one dimension with a length of approximately 1 to 100 nm. A multidisciplinary research approach involving the biological, chemical, physical, computational, mathematical, social and behavioral sciences will be needed to understand the fundamental processes associated with the interaction of nanomaterials with the environment and living systems. This Center is expected to interact with other Nanotechnology Science and Engineering Centers as appropriate.

International Cooperative Biodiversity Groups (ICBG)

The National Institutes of Health, the National Science Foundation, the U.S. Department of Agriculture, and the U.S. Department of Energy invite applications for the establishment or continuation of "International Cooperative Biodiversity Groups" (ICBG) to address the interdependence of biodiversity exploration for potential applications in health, agriculture and energy, with investments in research capacity that support sustainable use of these resources, the knowledge to conserve them, and equitable partnership frameworks among research and development organizations in the U.S. and low and middle income countries. The Government is budgeting $3 – 4 million in FY 08 for the initial awards. An applicant may request a project period of up to five years and a budget for direct costs up to $600,000 per year. We anticipate making four to five new and/or competing continuation grants. All NIH awards will be cooperative agreements using the U01 mechanism. Associated awards from the DOE or the USDA/CSREES will use their grant mechanisms and may involve resubmitting a component of a successful ICBG application to one of those agencies for a separate but linked award. The NIH will review only one application from any one institution. Therefore, you are encouraged to consult within your institution about other individuals who may be considering applying before developing one yourself.
