Advancing Knowledge: The IMLS/NEH Digital Partnership
These grants will support collaborations among libraries, museums, archives, universities, and other cultural organizations that may serve as models for the field. We encourage projects that explore new ways to share, examine, and interpret humanities collections in a digital environment and to develop new uses and audiences for existing digital resources.
Eligible projects might: serve as models for how libraries, museums, and archives can collaborate with other humanities organizations; use innovative approaches in digital technology to provide new perspectives on humanities collections, offer new interpretive contexts, and allow existing resources to be widely shared; have interpretive elements that can assist scholars and/or the public in gaining new understanding of ideas and questions in the humanities; advance the role of cultural repositories in online teaching, learning, and research; develop collaborative approaches involving the scholarly community and cultural repositories for the creation, management, preservation, and presentation of reusable digital collections and products; and examine and coordinate community-based approaches and standards for making resources available online. Successful applicants will be expected, as one of their work products, to create a "lessons learned" white paper. This white paper should document their project, including lessons learned, so that others can benefit from their experience.

The purpose of this announcement is to report that funds are available to support research grants for the development of curricula/interventions and assessment tools and expansion of the knowledge base regarding the culture, language, and school readiness of English Language Learners (ELLs) within Head Start and Early Head Start programs. Grantees will be required to establish researcher/program partnerships with Head Start and/or Early Head Start programs. Applicants must focus on one of these priority areas:
Priority 1: Development and/or evaluation of curricula/interventions (i.e., Dual Language classroom curriculum, teacher training, parent outreach) for ELLs and their families.
Priority 2: Development and/or evaluation of assessment instruments (i.e., screening; achievement; cognitive; socio-emotional; health; parenting; home environment) for ELLs and their families.
Priority 3: Research regarding the linkages between language, culture and school readiness, when such linkages will inform Head Start Programs regarding effective services and policies for ELLs and their families (i.e., variations in family attitudes towards second language development; understanding of preschool dual language development).

Brain Tumor Research Awards Program
The Goldhirsh Foundation is interested in providing strategic investment in both pediatric and adult brain tumor research to accelerate progress toward more effective treatment for malignant diffuse glioma tumors. We seek responses from investigators working in the continuum between basic research and clinical application, integrating and translating knowledge in various disciplines into meaningful progress for patients. Examples of funding areas include but are not limited to oncogenomics and proteomics, genetically engineered models, the discovery and testing of small molecule therapies, unusual drug delivery systems, or improved brain imaging techniques. The Foundation also encourages submission of research projects at the interface of developmental biology and cancer along the stem cell to glial axis. The overall goal of the FY06 BCRP is to promote research focused on eradicating breast cancer. The Synergistic Idea Award supports collaborations between two independent, faculty-level (or equivalent) investigators who address an innovative, high-risk, potentially high-reward breast cancer research question from synergistic and complementary perspectives. This award mechanism is designed to support completely new ideas, not ideas that are extensions of existing collaborative efforts. The Synergistic Idea Award is designed to promote new ideas and new collaborations therefore proposals are not required to include preliminary data but a rationale for the work must be provided. The Synergistic Idea Award requires the submission of a single proposal that addresses a critical issue in breast cancer research. The proposal may be structured as either two separate but complementary and highly synergistic objectives, or as a balanced, synergistic collaboration integrated into a single project. Innovation is the most significant feature of this award.
The DoD Breast Cancer Research Program has released $10 million in funding opportunities in Synergistic Idea Awards that will fund 13-15 awards, and $5 million in funding opportunity in Multidisciplinary Postdoctoral Awards that will fund 8-10 awards.

Objectives
Each of the NSBRI research teams consists of a set of coordinated and complementary projects focused on a common theme. Team Leaders oversee the value added among the projects, to ensure that the integrated team approach leads to more effective outcome-driven research than might be attainable by a single project alone. Proposers are encouraged to look at the team strategic plans and the current composition of the teams in preparing their proposal. Applicants are also encouraged to define clear milestones for their project and to describe plans of how collaboration with NASA scientists, engineers, flight surgeons, and astronauts, as appropriate, will occur, in order to maximize the likelihood of success and the impact of their proposed research.

The objective of the Silvio O. Conte Digestive Diseases Research Core Centers is to bring together, on a cooperative basis, basic science and clinical investigators to enhance the effectiveness of their research related to digestive and/or liver diseases and their complications. A core center must be an identifiable unit within a single university medical center or a consortium of cooperating institutions, including an affiliated university. An existing program of excellence in biomedical research in the area of digestive and/or liver diseases is a prerequisite for applying. This research must be in the form of NIH research projects, program projects, or other peer-reviewed research that is already funded at the time of submission of a center grant application. Close cooperation, communication, and collaboration among all involved personnel of various professional disciplines are the ultimate objectives.

The objective of the Silvio O Conte Digestive Diseases Research Development Centers program is to allow groups of investigators already engaged in common thematic areas of digestive and/or liver diseases research to benefit from shared research resources on a smaller scale than our P30 centers program. The NIDDK recognizes that a critical mass of funded investigators is needed to provide the research base for a large core grant, such as a Silvio O. Conte Digestive Diseases Research Core Center grant (see RFA-DK-06-017), but that many locations around the country support smaller groups of NIDDK-funded investigators whose research would be enhanced, and extended, by the existence of shared core facilities. Cores are defined as shared resources that enhance productivity and benefit a group of investigators working to accomplish the stated goals of the center. Cores should increase efficiency and cost-effectiveness by eliminating unnecessary duplication of effort and by supporting resources (e.g., costly equipment) that might be needed by, but not fully utilized by, any one research grant or investigator. Core facilities should increase efficiency, promote new research directions, and foster interactions and collaborations among the investigators they serve.

The Fusion Arts Exchange consists of four multinational
exchange programs, whose purpose is to provide outstanding
undergraduate students an intensive, collaborative course on the latest
developments in their respective fields (music composition and
performance; digital media and computer-assisted design; screenwriting
and film production; and sports management), and in the history and
culture of the U.S. as illuminated through the lens of their fields.

The competition is based on the premise that people-to-
people exchanges encourage and strengthen understanding of democratic
values, nurture the social, political, cultural, and economic
development of societies and encourage citizen involvement. Exchanges
supported by institutional grants from the Bureau should operate at two
levels: They should enhance partnerships between U.S. and foreign
institutions, and they should establish a common language to develop
practical solutions for shared problems and concerns. The Bureau is
particularly interested in projects that will create mutually
beneficial and self-sustaining linkages between professional
communities in the U.S. and their counterpart communities in other
countries. Applicants must identify the U.S. and foreign organizations
and individuals with whom they are proposing to collaborate and
describe previous cooperative activities, if any. Information about the
mission, activities, and accomplishments of partner organizations
should be included in the submission. Proposals should contain letters
of commitment or support from partner organizations for the proposed
project. Applicants should clearly outline and describe the role and
responsibilities of all partner organizations in terms of project
logistics, management and oversight. Proposals linking institutions
that have previously collaborated should clearly indicate how projects
proposed in response to this RFGP will significantly build on previous
work to accomplish specific new outcomes. Proposals for creative new
work or designed to achieve significant new outcomes will be deemed
more competitive under the Program Planning and Ability to Achieve
Objectives review criterion, per item V.1 below. Proposals for
continuing activities funded under previous grants will be deemed less
so.

The NCI invites applications from established centers with clinical and scientific experience and patient resources to perform Phase 1 single agent clinical trials, Phase 1 agent combination clinical trials, limited Phase 2 clinical trials, and pilot clinical trials of novel anticancer agents.
The overall objective of this FOA is to accelerate access to new cancer treatment strategies for patients. In addition to the clinical evaluation of new agents, the objectives include the optimization of clinical trials design and proper assessment of agents targeted against defined cancer-relevant biomolecules and/or processes. These objectives are to be addressed through the integration of suitable biochemical, pathological, immunological, molecular, and/or imaging methods and by correlating those effects with clinically relevant endpoints.

The National Heart, Lung, and Blood Institute (NHLBI) of the National Institutes of Health (NIH) invites applications for a five-year cooperative agreement to develop and support a Cardiovascular Disease Research Network (CVRN). The CVRN will facilitate and perform collaborative cardiovascular disease (CVD) research among healthcare organizations located in geographically diverse areas with the following characteristics: comprehensive longitudinal care – including prevention, diagnosis and treatment – of the major CVDs; access to large and diverse patient populations with low turnover rates; and patient- and provider-level information relevant to CVD. Although this research opportunity will support enhancements to existing data systems for research purposes, we envision that healthcare organizations will have already completed substantial work to integrate data systems (e.g., from laboratory, pharmacy, outpatient, hospitalization, and specialty care sources) in order that research can be completed within the timeframe of this award.

The objective of the Obesity Nutrition Research Center is to bring together clinical and basic science investigators from relevant disciplines to enhance and extend the effectiveness of research related to the field of obesity, eating disorders, and energy regulation, with clinical and/or translational applications in these areas. A Core Center must be an identifiable unit within a university or medical center or a consortium of cooperating institutions, including an affiliated university. An existing program of excellence in biomedical basic and clinical research in the areas of obesity, eating disorders, and energy regulation is required. The research must be in the form of research project grants (R01), program project grants (P01), or other peer-reviewed research that is already funded by NIH, other Federal Agencies, or non-federal groups at the time of submission of the Center grant application. It is required that at least fifty percent of the obesity, eating disorders, and energy regulation research comprising the research base be supported by Federal Agencies. Close cooperation, communication, and collaboration among all involved personnel of various professional disciplines are ultimate objectives.

The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) has a need to develop and demonstrate technologies to detect explosives on persons, in vehicles and packages (boxes, suitcases, briefcases), or explosive related threats (such as fragments, odors, densities) using handheld, desktop, portal or imaging techniques either upon contact or from a distance (standoff).
BACKGROUND: The NAVEODTECHDIV research and development department, with funding from the DoD Physical Security Equipment Action Group (PSEAG), operates the DoD Explosive Detection Equipment (EDE) program for the military services. During the past several years the EODTECHDIV has conducted both comparative testing of commercial EDE as well as the development of new EDE based on novel sensors and concepts. Explosives to be detected include military explosives, commercial explosives and homemade explosives, including liquid explosives. Targets of interest include articles carried in, on, or by persons; vehicles (including watercraft) and their cargo; and mail conveyed by person or vehicle. The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) has a need to develop and demonstrate alternative technologies for data transmission to support EOD operations.
BACKGROUND: As the RF spectrum becomes more and more crowded, the data transmission frequencies used for directing and controlling EOD tools and equipment is being impinged upon. This has resulted in a marked increase in RF interference and an unacceptable decrease in personnel security/safety in hostile operational environments. Currently, there are no alternatives to the use of RF, or a tether connection, to transmit and receive data. EOD technicians need an alternative means of remotely exchanging data with EOD toolsthat does not rely on RF; is not a tether; has the potential to be used for non-line-of-sight signal propagation; and has the potential to provide data exchange over distances of 300 to 700 meters.
WHITE PAPERS: Interested offerors are requested to submit a white paper, the purpose of which is to preclude unwarranted effort by the offeror in preparing a full technical and cost proposal not considered to be responsive.
