Eventually, all federal agencies will require grant applications be submitted through Grants.gov.  At this time, Grants.gov is only usable in a PC environment.  Although a MAC solution is in development by the Grants.gov team, there is no timetable available for its debut.

Getting Started
No registration is necessary for PIs and their staff to prepare proposals.  Only personnel from ORSP must register to submit proposals.

In order to view application packages and instructions, you will need to download and install the PureEdge Viewer . This small, free program will allow you to access, complete, and submit applications electronically and securely.  It is available at

Submitting your application
The first step if you plan to apply for a grant via Grants.gov is to locate the funding announcement with the Grants.gov “Apply” feature.  Within the announcement there will be a link to the application package.  By clicking on the link you will download the forms set into PureEdge. 

Or, enter the Funding Opportunity and/or CFDA number from https://apply.grants.gov/forms_apps_idx.html to access the application package and instructions. Access Grants.gov Programs Search to review CFDA numbers for programs with applications currently available on Grants.gov.

The Grants.gov application package is completed offline by one person at a time. If several people plan to work on the kit it must be worked on by one, saved and emailed to the next person.  Several people can not work on the kit independently and then combine their efforts into a single package.  A training demonstration is available at http://grants.gov/CompleteApplication.

Completion of forms:  All mandatory forms must be completed by the PI.  Upon completion the forms will be saved and then move from the left side of the screen to the right.  Supplemental documents are also completed or uploaded, saved and moved from left to right. 

Note: Treat your application as you would any important document. Remember to save it to your computer often because changes are NOT automatically saved.

The Electronic Research Administration (ERA) Commons is a virtual meeting place where NIH extramural grantee organizations, grantees, and the public can receive and transmit information about the administration of biomedical and behavioral research. The eRA Commons is divided into both unrestricted and restricted portions that provide for public and confidential information, respectively.

Establishing a User Account

A User Account allows Principal Investigators to review the current status of all their grant applications and review detailed information associated with their grants.  It also allows reviewers to submit critiques and preliminary scores for applications they are reviewing.  Reviewers, SRAs, and GTAs are able to view all critiques in preparation for a meeting.

Both NIH and AHRQ will soon require all competing research grant applications to come in electronically via the web portal of Grants.gov on a new SF 424 Research and Related (R&R) application.  They are phasing in the changes by type of grant program (mechanism), beginning with the Dec. 1, 2005 submission date for small business (SBIR/STTR) applicants and culminating in May 2007 when all grant programs will be submitted electronically on the new form [see Transition Plan].

Introduction and Deadline Schedule
The NIH has begun phasing in mandatory electronic submission of grant applications.  The timeline for various grant mechanisms can be viewed at :   All grant application deadlines will be republished in the NIH Guide and Grants.gov website with instructions on how to submit the application through the Grants.gov and NIH eRA systems. 

Transitions Deadlines of Particular Note:

June 1, 2006 —Small Grant Programs (R03) & Exploratory/Development Research Grant Awards (R21)

February 1, 2007 —Research Project Grant Program (R01)

NIH will continue to communicate transition plans for other programs/mechanisms as they evolve and will provide the community with ample notice of pending events. In general, announcements will be made in the NIH Guide for Grants and Contracts at least 4-6 months before the transition of a particular funding mechanism/research program.

NIH electronic submissions undergo a two-step process, utilizing both Grants.gov and the NIH eRA Commons. The application must pass through Grants.gov, be accepted into eRA Commons, and all errors corrected before the deadline date in order for NIH to consider the application “on time”.   It is imperative that applications be started well in advance of the deadline and be submitted to ORSP at least one week prior to the deadline in order to leave enough turnaround time for corrections and resubmissions if needed.

  NIH Submissions via Grants.gov

 In order to complete an NIH electronic application, you must download the free, PureEdge software from Grants.gov to obtain and complete the forms.  It is available at http://grants.gov/DownloadViewer .  The form set required by NIH is the SF424R&R; other forms may also be required and will be detailed in the program solicitation/notice.  These forms are available through the grants.gov website under “Apply”.  The entire package is completed and checked for errors by the PI and sent via email to ORSP.  The electronic SF424 (R&R) form package is submitted by ORSP via the Grants.gov portal.  Grants.gov electronically performs a simple validation against the application.  If it passes inspection and no serious errors are found, your application is put in a queue, which the NIH then pulls into its system.  At this point, an ascension number (AS:XXXXXXX) is assigned.

 Once the application package is available in eRA Commons, the Principal Investigator (PI) and ORSP have two business days to view the application image.  If everything is acceptable, the application will automatically move forward for processing by the Division of Receipt and Referral at NIH after two business days. It is highly recommended that the PI view the assembled application at this point as this will be the first time in the process that the applicant can view the submission in the same format that the NIH reviewers will see it. 

 In some cases, errors may be found in the application.  The NIH sends both ORSP and the PI a message identifying error or warning messages.  Some are more serious than others and must be immediately addressed.  Error Messages must be fixed in order to complete the submission of an application.  Warning Messages do not stop the application processing but should be noted for correction in future applications.

 Prior to the submission deadline, ORSP can “Reject” the assembled application and the PI can submit a changed/corrected application through Grants.gov (select “Changed/Corrected Application” Type of Submission) within the two day viewing window.  This option should be used if ORSP determines that warnings should be addressed or the PI would like to replace the current application with an updated version.  If the submission results in warnings (but not errors), it will automatically move forward after two business days unless rejected by ORSP.  Corrections and resubmission must be accomplished by the submission deadline.

 If the two day window falls AFTER the submission deadline, ORSP can still “Reject” the assembled application in eRA Commons.  However, the application will be subject to the NIH late policy guidelines and may not be accepted.  The delay will need to be explained in the cover letter attachment and any changes to the application must be made through and with the permission of the assigned Scientific Review Administrator.    

 Only in the case of an eRA Commons or Grants.gov systems issue will an application be accepted if the two day window falls after the submission deadline.  In this case, ORSP will contact the eRA Commons helpdesk to confirm the system error, document the issue, and determine the best course of action.  NIH will not penalize the applicant for an eRA Commons or Grants.gov systems issue.

 Please Note:  Both ORSP and the PI will receive email notification when an application is rejected or automatically moves forward in the process.  Since email can be unreliable, it is the PI’s responsibility to check eRA Commons for the status of the application in eRA Commons after submission via Grants.gov and to notify ORSP of its status.

 Given the above, the verification process affects deadlines.  This process, from receipt of first email from Grants.gov by the PI to download into the Commons for further processing, is estimated to take between 24 and 72 hours after submission of the proposal, and any corrections must be completed within the two day window.  We strongly recommend that anyone submitting a proposal to NIH submit their proposal through Grant.gov at least five days earlier than the published deadline to ensure time to correct errors.  ORSP cannot guarantee that proposals submitted closer to the deadline will not be considered late by the NIH or be accepted for funding.

The Federal Transit Administration’s (FTA) introduction of online access to TEAM-Web offers more than 800 public transit agencies a quick method of implementing FTA assisted projects. Using an Internet browser from their personal computers, Recipients may apply for FTA funds, obtain information about the status of their funding requests, and manage their projects. The TEAM-Web System has a familiar, Internet-standard interface with point-and-click capability, menus, and selection choices, so that users may quickly learn the system while reducing repetitious data entry. TEAM-Web effectively streamlines the application process and reduces dependency on paper copies, transferring the management of the FTA Federal assistance application, award, and management process to the users’ desktop.

HRSA Electronic Handbooks (EHBs) are designed to streamline the grants application and administration process and enable applicants and grantee organizations to communicate with HRSA and conduct activities electronically. They provide all potential grantees a means to access competitive funding opportunities published as a part of the annual HRSA Preview. This system also allows applicants to submit applications electronically in a collaborative fashion. Existing grantees can manage their institutional data and perform post award activities on their grants such as submit noncompeting continuation applications and other similar deliverables.

The AHA has launched a web-based awards administration system.  This system is available for use by PIs and designated institutional officials of currently active AHA awards.  PIs use the system to submit progress reports and to request award changes.  Institutional officials submit project budgets and annual expenditure reports.  Emails are sent when actions are needed.
