Clarification of Instructions Regarding Inclusion of Publications as Appendix Materials

The purpose of this Notice is to clarify the recently announced new approach and policy regarding the inclusion of publications as Appendix materials in NIH grant applications (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-06-051.html). Clarifications have been highlighted in a different color. Applicants should now provide links to the on-line journal article or the NIH PubMed Central (PMC) submission identification number for publications listed in the appendix, whenever possible. This policy applies to all grant mechanisms for which publications are acceptable Appendix material, regardless of which application form is used (e.g., PHS 398, SF424 (R&R), PHS 416-1) or the mode of submission (paper or electronic). Note:  Not all grant mechanisms allow the inclusion of publications.

Change in Time of Submission/Receipt of NIH Electronic Grant Applications to Grants.gov

The purpose of this Notice is to inform applicants of a change in the time that electronic grant applications must be successfully received by Grants.gov (http://www.grants.gov/) in order to be considered “on time.” Effective April 1, 2006, applications must be received no later than 5:00 p.m. local time (of the applicant institution/organization) on the submission date(s) described in a funding opportunity announcement. Please note that the Grants.gov timestamp will continue to be expressed in Eastern Time.

NIH Adjusts Timeline for Electronic Application Submission

After carefully considering input from the applicant community, analyzing the results of our first few submission rounds, and examining the timing of key submission dates in relation to other NIH initiatives, NIH has adjusted the implementation timeline for electronic application submission to provide an additional four months (one submission round) before the transition of the NIH traditional research grant (R01) mechanism and all subsequent mechanisms (see http://era.nih.gov/ElectronicReceipt/files/Electronic_receipt_timeline_Ext.pdf ).  The transition date for the U01s, NIH's Research Cooperative Agreements, has also shifted to allow this mechanism to transition with the other complex research mechanisms in October 2007.

Salary Cap on NIH Awards

Tony DeCrappeo, President of the Council on Governmental Relations (COGR), announced that "the final bill funding NIH for FY 2006 retains the reimbursement salary cap for NIH, AHRQ, and SAMHSA grants at Executive Level I.  The Office of Personnel Management last week announced that for 2006, the Executive Level I salary level would rise to $183,500, up $3,400 over the 2005 level of $180,100. The 2006 OPM salary tables are at http://www.opm.gov/oca/06tables/index.asp .

As in past years, the NIH Office for Extramural Research will develop a Policy Notice that will announce this and other legislative mandates."

The Policy Notice should be released soon.

UPDATE: NIH Electronic Submissions for Macintosh Users Via Grants.gov

Grants.gov and NIH have partnered to provide free access to Citrix servers for Macintosh Users who are looking for an alternative to using PC emulation software with the PureEdge™ forms. This service is now available for use.

Grants.gov’s website states:
Beginning December 20, 2005, non-Windows users will be able to download and complete the PureEdge forms by taking advantage of the free Citrix server. Non-Windows users are also able to submit completed grant applications via the Citrix environment.

A Citrix server connection allows Macintosh users to remotely launch a Windows session on their own machines by using the free Citrix client application. While connected to the server, Mac users can develop their grant application using PureEdgeTM forms. Applicants will need to download and install the free Citrix client application in order to work on the SF424 (R&R) application package with the specific grant for which they are applying.

While connected to the Citrix server, the Authorized Organizational Representative (AOR)/Signing Official (SO) can submit the application to NIH via Grants.gov.

NIH - CSR Takes Two Steps to Shorten the Review Cycle

1.  As of October 2005, NIH is posting summary statements of most reviews within one month after the study section meeting instead of two to three months after the meeting.  Applicants who discover they need to resubmit will have that much more time to respond to the critiques and improve their application.

2. Beginning with the February 2006 receipt date, NIH will initiate a pilot study to cut one and a half months from our review process as recommended by a special trans-NIH committee.  Forty CSR study sections will participate in this pilot, which will speed the reviews of investigator-initiated (R01) applications submitted by new investigators in these study sections. 

The ultimate goal is to enable the NIH review process to keep better pace with the rapid changes in science while preserving the rigor and fairness of NIH peer review and preserving the quality of feedback given to applicants. See the links below for more information.

Non-Competing Grant Awards Under the Current Continuing Resolution Non-Competing Grant Awards Under the Current Continuing Resolution

Release Date: December 1, 2005

The Department of Health and Human Services (HHS) continues to operate on a continuing resolution (CR) that currently extends through December 17, 2005 . The CR applies the terms of the FY 2005 appropriations for the period covered by the CR. Until the final FY 2006 appropriation is enacted, NIH will be issuing non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 80% of the previously committed level). NIH will consider upward adjustments to these levels after the final appropriation is enacted, but expects institutions to monitor their expenditures carefully during this period.

In furtherance of the President's Management Agenda, in Fiscal Year 2006, NSF has identified specific programs that will either authorize, or require, use of Grants.gov to prepare and submit proposals to NSF.  NSF will revise each of the funding opportunities identified below to incorporate Grants.gov submission requirements throughout the fiscal year. Once the funding opportunity has been revised and posted to Grants.gov FIND, the application package will become available in Grants.gov APPLY. The application package will contain the appropriate Pure Edge forms, NSF specific forms, and the NSF Grants.gov Application Guide. Applicants are advised that until the funding opportunity has been revised, the NSF FastLane system must be used to prepare and submit grant applications to NSF.

Both NIH and AHRQ will soon require all competing research grant applications to come in electronically via the web portal of Grants.gov on a new SF 424 Research and Related (R&R) application.

We are phasing in the changes by type of grant program (mechanism), beginning with the Dec. 1, 2005 submission date for small business (SBIR/STTR) applicants and culminating in May 2007 when all grant programs will be submitted electronically on the new form.

Use of Current PHS 416-1 and PHS 416-9 Individual National Research Service Award (NRSA) Applications and Related Forms

Notice Number: NOT-OD-05-050
Release Date: June 17, 2005

The Application for a Ruth L. Kirschstein National Research Service Award Individual Fellowship (PHS 416-1) and Progress Report for Continuation Support (416-9) currently in use were revised June 2002 and approved for use through June 30, 2005. The forms have again been revised and approval is pending at OMB.

In the interim, until approval is granted from the OMB and until further notice, the current versions of the PHS 416-1, 416-9 should be used. This extension also applies to the following related forms: PHS 416-5—Activation Notice; PHS 416-7--Termination Notice; PHS 6031—Payback Agreement; and PHS6031-1—Annual Payback Activities Certification. Once OMB approval is received, the new forms will become available for use and will be accessible on the NIH web site. There will be a transition period when both the new or old forms will be accepted. Further guidance will be provided at that time.

NIH Announces New Closeout Feature in the eRA Commons and Reminds Grantees of Required Closeout Reports for NIH Assistance Awards

Release Date: June 17, 2005

This Guide Notice announces the availability of a new Closeout feature in the eRA Commons and reminds grantees of the importance of providing the Federal Government with timely and accurate final financial, progress, and invention reports as required by the terms and conditions of the assistance awards.

Closeout Feature in the eRA Commons
The eRA Commons now includes the capability to electronically submit required Closeout Reports—final progress report, final Financial Status Report (FSR), and final inventions statement. Commons-registered grantee institutions may now query in the Commons Status system for those grants that are in a closeout status. Commons users can then enter the Closeout screens to electronically process and submit the required reports. For the final progress report, users will attach a PDF, Word, or text file. For the Final Financial Status Report users are directed to the eRA Commons FSR system. For the Final Inventions Statement users indicate if any Inventions are being reported and when yes, are provided with text entry areas to report inventions. Note, a future enhancement of Closeout will include an automatic link to the IEdison system. Each required report can be submitted independently; however, grantees are reminded that closeout is not complete until all reports have been submitted.

Policy Reminder
NIH recipients shall submit within 90 calendar days after the last day of the final budget period a Final Financial Status Report, a Final Progress Report, and a Final Invention Statement and Certification (as applicable). It is important to note that unless the Grants Management Officer (GMO) of the respective awarding agency approves an extension of this 90-day reporting window in writing, grantees must submit the final reports within the prescribed timeframe.

Submit your Manuscripts to NIH: PubMed Central Submission System Now Available

NIH would like to share with you some of the benefits of the NIH Public Access Policy and to describe the simple process by which Principal Investigators (PIs) and authors can now submit their peer-reviewed final manuscripts to NIH's PubMed Central (PMC) at http://nihms.nih.gov/  

A number of PIs have already submitted manuscripts and papers.  For others to enjoy the benefits of the Policy, please follow the submission process outlined below.  Through submission, PIs can fulfill the existing requirement to provide publications as part of progress reports, and integrate manuscripts into the tools of PMC thereby increasing the visibility of your research and enhancing the likelihood of early and increased citation.

Announces Mandatory Proposal Submissions Using RAMS proposalCentral

In an effort to reduce paperwork and speed the process by which grants are awarded, the New Jersey Commission on Spinal Cord Research (NJCSCR) is introducing an electronic grants submission and review process. All interested grant applicants must submit their applications online through the proposalCENTRAL hosting service.

Applicants in all grant categories must complete an online application and submit five (5) hard copies, one of which must be a signed original, to the NJCSCR office.

Online applications are now open for preparation and submission of all grant applications. Forms for the various grant programs are available to applicants after they have started an online application in proposalCentral. To start an application for a particular grant category, register and login as a new user at proposalCENTRAL, complete a professional profile, and then click "Apply Now" for the grant category under "Grant Opportunities." Industry Interactive Procurement System (IIPS)

Subject: Security Feature – Preventing Concurrent Logins

This notice is to advise you that a new security feature will be implemented in IIPS on Saturday, March 12, 2005 that limits a user to a single authenticated session (One Login). Users will not be able to authenticate and simultaneously maintain multiple active sessions from multiple computers (locations). In addition, this feature will require an authenticated user to properly end a session using the IIPS Logout button located throughout the system.

Failure to end an authenticated session by clicking the Logout button will cause the user to appear active in the system and receive the following message the next time they try to login to IIPS at another workstation. If you receive the following message please contact the IIPS helpdesk:

”You currently have an active session. Authentication has been canceled.
Please contact the IIPS helpdesk“.

Implementation of NIH Policy on Enhancing Public Access to Archived Publications 

Effective May 2, 2005 This Policy requests and strongly encourages all NIH-funded investigators to make their peer-reviewed author's final manuscripts available to other researchers and the public at the NIH National Library of Medicine's PubMed Central (PMC) [see http://www.pubmedcentral.nih.gov ] immediately after the final date of journal publication. At the time of submission, authors are given the option to release their manuscripts at a later time, up to 12 months after the official date of final publication. Final NIH Public Access Policy Implementation

"For the Public Beginning May 2, 2005, NIH-funded investigators will be asked to submit voluntarily to PubMed Central (PMC) the author’s final manuscript upon acceptance for publication, resulting from research supported in whole or in part, with direct costs from NIH. PMC is the NIH digital repository of full-text, peer-reviewed biomedical, behavioral, and clinical research journals. It is a publicly-accessible, permanent, and searchable electronic archive available on the Internet at http://www.pubmedcentral.nih.gov/ .

The author’s final manuscript is defined as the final version accepted for journal publication, and includes all modifications from the peer review process. At the time of voluntary submission to PMC, the authors will specify the timing of the posting of their final manuscript for public accessibility through PMC. Posting for public accessibility through PMC is strongly encouraged as soon as possible (and within twelve months of the publisher’s official date of final publication). As the archive grows, NIH staff and the public will be more readily able to access an increasing number of NIH-supported research publications in a single source.

NIH Policy on Sharing of Model Organisms for Biomedical Research

Last May, NIH announced a new policy on Sharing of Model Eukaryotic Organisms for Biomedical Research.  http://grants.nih.gov/grants/guide/notice-files/NOT-OD-04-042.html

The policy broadens and expands the December 1999 NIH policy on Obtaining and Disseminating Biomedical Research Resources and provides further guidance with particular attention on model organisms for biomedical research.  Under the new NIH Policy, all investigators submitting an NIH application beginning with the October 1, 2004 receipt date are expected to include a plan for sharing and distributing unique model organism research resources. The adequacy of the plan will be considered in proposal evaluation, and failure to comply may be taken into account in future funding decisions both for the investigator and his/her institution.  At this time, NIH is not requiring submission of a sharing plan by investigators developing non-eukaryotic model organisms.

On September 10, 2004, NIH published (NOT-OD-04-066) a website pertaining to the new model Organisms Sharing Policy.  The website (http://grants.nih.gov/grants/policy/model_organism/index.htm) includes the policy statement in two different formats as well as Frequently Asked Questions (FAQs) about the new policy and sample sharing plans.  It also includes a link to another NIH website (http://www.nih.gov/science/models) that contains broad information about national and international activities and major resources that are being developed to facilitate biomedical research using particular animal models.

The non-cost sharing budget template has been updated to reflect FY05 through FY09 and includes estimated fringe benefit increases for that period.  Applicants are responsible for incrementally increasing other direct costs, i.e. salaries, supplies, etc., manually.  Please visit http://orsp.rutgers.edu/ under Forms and Instructions to download the latest version.

Mandatory Use of Endorsement Form

Effective February 1, 2004, use of the new endorsement form is mandatory. All proposals using older versions of the form will require resubmission on the new form.

Proposal Submission Deadlines

ORSP review and signature is required on all grant applications prior to submission to external sponsors. Effective September 3, 2002, all proposals must be submitted to ORSP five working days prior to the agency deadline date.
