5/8/06 NIH Institutional Compliance Requirement Effective Date: May 10, 2006 NIH
Guide Notice NOT-OD-06-054 The signature of the Principal Investigator is no longer required as a part of a submitted application. Instead, a new compliance requirement is now implemented whereby the applicant organization agrees to secure and retain at the organization a written assurance from the Principal Investigator (PI) prior to submitting an application to the PHS. While this assurance is no longer required as part of the submitted application, it remains a compliance requirement. Therefore, organizations must retain a unique signature and date for each submitted application. This assurance must be available to the sponsoring agency or other authorized HHS or Federal officials upon request. ORSP has incorporated the PI certification into the certifications/assurances part of the endorsement form which has been updated as of May 8th, 2006. If you submit an application to the NIH after May 10, 2006 and do not use the revised endorsement, you must download the separate NIH certification page below, complete, sign and submit the form at the time of submission with your endorsement. It may be sent to ORSP via fax, scanned copy or original hard copy.

5/8/06 On June 1, 2006, the National Institutes of Health will require that small grant (R03) and exploratory grant (R21) applications be submitted using Grants.gov. In preparation, NIH announced major changes for the two grant mechanisms in the March 3 NIH Guide (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-06-046.html). Please notify your Grant Specialist NO LATER THAN May 19th if you plan to apply for either grant program. We must emphasize to you that your application should be submitted through grants.gov by Wednesday, May 24th, 2006 in order to allow enough time for error checks and verification in the grants.gov and NIH systems. ORSP cannot be responsible for proposals not being accepted through grants.gov if the grants.gov proposal package is provided to us after close of business at 5PM on May 24th. We will make every effort to get every submission accepted; however, proposals are at increasingly greater risk if submitted to ORSP after May 24. Please take this warning seriously. In some cases, prior grants.gov submission for NIH deadlines have been extremely time consuming and trouble ridden for both PIs and ORSP. It is critical that you plan ahead so that there is adequate time for problem solving should any occur. 4/13/06 Notice Number: NOT-OD-06-060 This notice clarifies Notice OD-06-013 (http://grants1.nih.gov/grants/guide/notice-files/NOT-OD-06-013.html), “Pilot Study to Shorten the Review Cycle for New Investigator R01 Applications. “ The special receipt date in the pilot for any given amended R01* application (an R01 application from an individual that meets the NIH definition of a new investigator) is a one time opportunity to submit on the 20th of March, July, or November. If a new investigator in the pilot decides not to submit for the very next cycle, the investigator may submit an amended application on the standard dates for amended applications (March 1, July 1, or November 1). Should a second amendment be submitted that too would be eligible for a one time window of opportunity to be submitted for the very next cycle. NOT-OD-06-054 The purpose of this Notice is to inform the grantee community of a change regarding the signature of the Principal Investigator (PI) as a part of applications, post-submission information, progress reports, and post-award prior approval requests and the corresponding implementation of a new Institutional compliance requirement to secure and retain the PI signature as part of the institutional review/approval process. The signature of the Principal Investigator is no longer required as a part of a submitted application. 2/7/06 After carefully considering input from the applicant community, analyzing the results of our first few submission rounds, and examining the timing of key submission dates in relation to other NIH initiatives, NIH has adjusted the implementation timeline for electronic application submission to provide an additional four months (one submission round) before the transition of the NIH traditional research grant (R01) mechanism and all subsequent mechanisms (see http://era.nih.gov/ElectronicReceipt/files/Electronic_receipt_timeline_Ext.pdf ). The transition date for the U01s, NIH's Research Cooperative Agreements, has also shifted to allow this mechanism to transition with the other complex research mechanisms in October 2007. NOT-OD-06-031 This notice provides updated information regarding the salary limitation for NIH grant and cooperative agreement awards and extramural research and development contract awards. On January 7, 2005 the Fiscal Year (FY) 2005 information on the salary limitation was published in the NIH Guide for Grants and Contracts. For seventeen consecutive years, Congress has legislatively mandated a provision for the limitation of salary. For FY 2006, the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, Public Law 109-149, restricts the amount of direct salary of an individual under an NIH grant or cooperative agreement (referred to here as a grant) or applicable contract to Executive Level I of the Federal Executive Pay scale. The Executive Level I annual salary rate was $180,100 for the period January 1 through December 31, 2005 (see NOT-OD-05-024, January 7, 2005). Jan 2006 NIH's AREA Grant Program is Transitioning to Electronic Submission and SF424 (R&R) Application The National Institutes of Health (NIH) Academic Research Enhancement Award (AREA/R15) grant program is transitioning to electronic submission. All AREA grant applications for the February 25, 2006 submission date and beyond will require electronic submission through Grants.gov using the SF424 (R&R) application. 1. As of October 2005,
NIH is posting summary statements of most reviews within one month after the
study section meeting instead of two to three months after the meeting.
Applicants who discover they need to resubmit will have that much more time
to respond to the critiques and improve their application.
2. Beginning with the February 2006 receipt date, NIH will initiate a pilot study to cut one and a half months from our review process as recommended by a special trans-NIH committee. Forty CSR study sections will participate in this pilot, which will speed the reviews of investigator-initiated (R01) applications submitted by new investigators in these study sections.
