Change of Principal Investigator or Key Personnel
Occasionally it becomes necessary to change the PI (or Key Personnel) on a
grant. This occurs if the PI becomes unable to perform his duties for a lengthy
period of time for reasons that include, but are not limited to illness,
sabbatical, change of role, etc. Depending on the circumstance, a temporary or
permanent PI must be named on the grant. Although sponsor requirements vary,
typically they require a change in PI when there is an absence of 3 months or
more or a change in the level of effort of 25% or more. All changes must be
approved in writing by the sponsor.
For NSF grants in particular, the new PI or Co-PIs must be registered with
FastLane to gain NSF approval, and the request MUST be submitted electronically
through FastLane using the “Prepare a New Notification or Request” screen.
The request must contain the following:
• Biographical Sketch of the PI or Co-PI
• Current and Pending Support document detailing any current and pending
financial support to the PI/Co-PI for this or other projects
• Justification for the change of PI or addition or change of Co-PIs
For other sponsors, including NIH, either the current PI or the proposed PI
should prepare a letter to the Program Officer for each grant that is affected
by the PI change. The letter should identify the grant by title, sponsor grant
number, and justify the proposed change. An up-to-date CV of the new PI must be
attached to the letter. The letter is to be signed by the current PI (if
possible), the new PI, and a representative from ORSP. The same procedure
applies to changes in both PIs and Key Personnel. No changes will be made to
university records until the sponsor has approved a change in PI.
A second letter is required for Rutgers internal approvals and may list more
than one grant affected by the change. All grants affected by the PI change are
to be identified by current PI, project title and account number. It is to be
approved by the new PI, past PI (if available), Department Chair and Dean
accepting the proposed change. If the change in PI is also going to change the
administering unit, then the Department Chair and Dean of the affected unit must
also concur in writing with the change. That letter will be submitted to ORSP.
Upon sponsor approval of the change in PI, ORSP and DGCA will make the change in
all relevant databases.
