Human Subjects Certification Program FAQS

How can I access the Human Subjects Certification Program?
Follow the new instructions at: http://orsp.rutgers.edu/Humans/HSCPLetter.php As a result of upgrades at the institutional level, Rutgers personnel may now self-register for the course by using their RUCS username and password.

My co-investigator is a faculty member at another institution. Is he/she required to participate in the Rutgers University HSCP?
Co-investigators or other members of the research team from other institutions are required to participate in the education program if they are named as key personnel on a protocol that is approved at Rutgers. If their own institution has an education program, certification of the individual’s successful completion of that program may be accepted in lieu of participation in HSCP, provided that a brief description of the topics covered in the program are provided in the certification letter from the other institution. This is necessary to determine that the content of the program is equivalent to HSCP.

Several undergraduate and graduate students serve as research assistants for my approved protocols. Are they exempt from the education requirement because they are not faculty or staff?
Students who have contact with human subjects or access to private information are required to participate in the education program. The intent of the program is to protect the human subjects involved in research, and/or their private information, by educating all individuals who have contact with either the subjects or their confidential information about the ethical conduct of human subjects research.

The statistician named as key personnel on my NIH grant does not have any contact with human subjects, nor does he/she handle any data containing identifying information. This individual does not seem to fit your description of key personnel because he/she is not responsible for the design or conduct of the study, and there is no contact with either subjects or private information. Should this individual participate in the education program?
The statistician should participate. Even though contact with subjects or private information is not involved, NIH will require documentation of education in the protection of human subjects for all individuals named as key personnel on your grant when you submit the annual progress report.

My project is not federally funded. Does the education requirement apply to me and my research personnel?
Participation in the education program is required for all principal investigators and key personnel named on research projects involving human subjects that are approved by the Rutgers University Institutional Review Board for the Protection of Human Subjects in Research (IRB), regardless of who the funding agency is or whether the research is funded.

I am not able to access the HSCP.
Most log-in problems are due to typographical errors, inaccurate case used, or failure to follow access directions carefully. Participants should email HSCP@orsp.rutgers.edu if continued efforts to log in are not successful.

If I am a faculty member at Rutgers University, but completed an education program in the protection of human subjects at another institution, with which I am NOT affiliated, am I required to complete the HSCP?
Principal investigators with a primary appointment at Rutgers University are required to complete the HSCP at Rutgers. Much of the information presented is specific to Rutgers policy; therefore, the most benefit for Rutgers personnel may be obtained by completing the internal program. If you collaborate in the future with an investigator from another institution, it is likely that they will accept the Rutgers certification; however, institutional policy may vary, so researchers are advised to confirm education requirements with their contacts at the institution with which they are collaborating.

I am a student and will serve as Principal Investigator for a protocol that involves research with human subjects. Does my faculty advisor have to complete the Human Subjects Certification Program?
In accordance with IRB policy, the faculty advisor must complete the HSCP if the principal investigator is either an undergraduate or graduate student. The Notice of Approval or Exemption, as applicable, for a protocol will not be issued until the IRB has verified that both have successfully completed the program.
