Current Rates

FACILITIES AND ADMINISTRATIVE (INDIRECT) COST RATES 

F&A costs are those costs associated with the infrastructure that supports the research enterprise (buildings and their maintenance, libraries, etc.) and which cannot easily be determined for each project. The University requires that F&A costs be included in all proposal budgets and that F&A costs be recovered to the maximum extent possible. F&A rates are negotiated with the U.S. Department of Health and Human Services

  • Some government agencies and non-profit organizations do not pay the university's F&A cost rate; this should be stated clearly in their guidelines. The university may accept a lower F&A cost rate under the following conditions:
     
    • The sponsor is a federal, state or local government agency that, by agency policy or legislation, will not pay the university's F&A rate, and this policy is published in agency guidelines and is applied uniformly to all award recipients.
       
    • The sponsor is a private, not-for-profit organization that has an official written policy of paying an F&A cost rate lower than the university's rate, and the rate is applied uniformly to all award recipients.
       
  • When a sponsor's F&A rate is lower than the University's approved rate is used, the rate is applied to ALL costs (Total Direct Costs, NOT Modified Total Direct Costs), unless the sponsor specifically excludes certain categories.

To calculate the MTDC base the following should be excluded from the direct cost:

           Equipment over $ 5,000.
           Tuition and Fees
           Stipends
           Subcontracts after the first $25,000 (for each subcontract)

 NOTE:    We do not charge fringe on faculty summer salary; however, extra compensation
for faculty and staff (other than faculty summer salary) is charged at a rate of  7.50%.

GRADUATE STUDENT SALARY, FRINGE BENEFIT
AND TUITION RATES

 
The following are recommendations provided by the Graduate School – New Brunswick (not ORSP) for estimating support of Graduate Assistants. Salaries quoted are minimum salaries based on the new AAUP contract; projections beyond this contract are only for budget purposes and do not reflect plans to increase salaries. Some GAs will have higher salaries than these minima because of competitiveness pool enhancements. Because GAs are required to register for 6 non-billable GA credits/semester, they typically register for 2 to 18 billable credits per academic year. If first and second year graduate students will be supported, 18 credits of tuition per year should be budgeted; if students in their last years of study (who have completed all credit requirements for the degree) will be supported, the minimum number of credits, 2 per year, can be budgeted. In general it is recommended that 12 credits per year at the out of state rate plus fees should be budgeted as tuition costs. Projections for the out year costs for tuition and fees are only for budget purposes, and do not reflect any actual plans to increase these costs. Note: Total Tuition Remission for Graduate Students employed on a grant-funded project will continue to be charged as a direct cost, as required by Federal Regulations. It will not be included in the MTDC base for application of the indirect cost rate. Students holding a GA position earn the right to tuition remission for one summer course for each semester that they are in that position. The cost of tuition for any anticipated summer courses should be added to the above estimate of tuition costs.
